Head, Network Operations

Responsibilities;
  • Manage Network Operations which comprises of centralized Service Operation Centre (SOC) for 24x7 Network Surveillance for fault and performance management, Network Service Provisioning and Activation, Field Network Operations and Technical Support for PR1MA Comm’s Network.
  • Spearhead Network Operations strategy and planning for continuous quality improvement initiatives on service operations and maintenance to deliver Best Customer Experience and minimize in customer complaints for its broadband service.
  • Manage monitoring of network performance by ensuring in night, weekend and public holiday shift as per duty schedule (or as when required).
  • Manage Network and Service Management Support System and Element Managers (system administration, maintenance and support) to ensure systems are constantly functioning properly and available for monitoring.
  • Manage and follow up closely with vendors to ensure escalated issues and resolved within SLA and escalate urgent or recurring operation issues to vendor/ management (and notify the management and related parties for high profile issues).
  • Participate in operational activity to verify every Network Elements fault are within acceptance MTTR and SLA
  • To ensure scheduled Preventive Maintenance and Corrective Maintenance are adherence as per requirements are done and follow through
  • Working with Design and Solution teams to ensure that specific solution designs meet the requirements and best practice developed and applied by this role.
  • Work closely with suppliers, and 3rd parties to ensure Telco industry best practice is followed to deliver solutions efficiently and effectively.
  • Manage and maintain Network Availability and Quality KPIs for PR1MA Comm
  • Contribute to the business cases for technology investments.
  • Develop and maintain processes for tracking of maintenance & support contracts; product licensing and budgetary expectations for the following financial year’s network investment.
  • Provide advice and prepare strategic reports and briefings for Head of Network; CEO and stakeholders with respect to network issues or developments.
  • Manage network team staff to ensure coverage for in-hours and out-of hours support is maintained.
  • Develop a formal “minimum spec” for staff training and ensure that all team staff members achieve this level. All staff must also maintain any network accreditation / certification.
  • Work with other team managers to develop mutual understanding of each area and develop methods of cooperation and support to achieve our stated corporate objectives.
  • Responsible for staff management matters, which will include responsibility for supporting appraisals, development of staff, recruitment and where necessary processes such as grievance and disciplinary matters.
  • Responsible for an individual’s development on the job and management of their job performance. Work in conjunction with line leads and other job managers to assess and manage confidential information about an individual’s performance and capability development (for staff performance management and career development)
  • Responsible for ensuring that all staff maintain their obligations to mandatory (corporate) training. Maintain a live report on all team skills and training obligations and completion.
  • To ensure that they are kept informed by their team staff on operational matters and develop a team communications process in order that staff can operate independently. The process will inform staff when to escalate and to whom.
  • Maintain a proactive approach to after-incident reporting so that information of this type can easily/readily be fed in to service management reports and/or problem management reviews.
  • Establish the Guidelines, Standard Operating Procedures (SOP) and processes for obtaining all regulatory and statutory approvals related to telecommunications across all PR1MA project sites in streamlined manner.
  • Communicate and collaborate with internal teams and vendors in problem solving, practice knowledge sharing and continuous learning on network issues and solutions (to recommend improvement whenever needed to meet with latest network standard).
  • Manage and provide support on technical resource pool to support project implementation, backhaul transmission coordination and configuration with 3rd parties Service Providers, rollout of OLT for new project developments, migration, network improvements and other technical related requests within Network & Solution teams.
  • Ensure that the accuracy of network records, database, network diagrams and circuit configuration are maintained.
Requirements;
  • Bachelor’s Degree in Engineering/ Computer Science/ Information Systems (IT) with specialization in Network Operations Management.
  • Minimum 10 years of experience in Teleco Network Monitoring and Operations - Demonstrate successful management (at least 10 years) of Telecommunication Network function in a similar capacity, proficient in the use of advanced network monitoring tools/products; firewall management suites; and standard Microsoft office productivity software.
  • Experience of IP networking, experience in administering OLT, ONT, Core Network, Lease-Line, MPLS, LANs, TCP/IP, VOIP, VLAN, switching and routing protocols (OSPF, EIGRP, BGP)
  • Working experience in Service Provider network environment/ managing multi sites network and possess in depth knowledge of layer 2 & Layer 3 and/or transmission data network and highly developed specialist technical knowledge within the data and voice networking sphere shall be added advantage
  • Substantial and demonstrable experience in a senior management role that requires the influencing of other senior management members to ensure success.
  • Ability to handle suppliers and commercial negotiations.
  • Experience of contributing to technology tender processes in line with the group strategic procurement guidelines.
  • Evidence of planning and delivering projects and services on time and possess practical experience in project management.
  • Proven ability to manage staff including excellent skill in managing staff performance management and work to specific budget allocations.
  • Ability to work on own initiative without supervision, or within a team as necessary and ability to work to tight and often changing timescales.
  • Well-developed communication skills, with the ability to understand, make recommendations on, and convey technical issues and solutions to a range of stakeholders, both internal and external; some at very senior level.
  • Good presentational skills for conveying complex concepts with ability to use informed persuasion to influence others to build co-operative relationships.
  • Excellent written and verbal communication skills
  • Ability to identify risks, anticipate issues and create solutions and to resolve problems in relation to project or service delivery.
  • Ability to understand a broad range of complex information quickly and to make decisions where opinions differ/no obvious solution.
